The pronunciation is the same as jian (leisure/interval). Explanatory Dictionary of Characters (Shuowen Jiezi) explains this as land that is difficult to govern. Approaching Elegance: Explanation of Terms (Erya Shigu) explains this as obstruction or hardship, meaning difficulty.
