According to the Explaining Graphs and Analyzing Characters (Shuowen Jiezi), it refers to harness equipment for horses and carriages.
The Broad Rimes (Guangyun) defines it as equipment for horses.
The Discourses of the States (Jinyu) records: During the Battle of Tie, You Wuzheng was driving a carriage and said: The harness straps on both sides of my carriage are about to break, I must bring it to a stop.
Note: Pronounced bi. It refers to the leather straps used to guide the front of a carriage.
