According to the Explaining Graphs and Analyzing Characters (Shuowen), it means to borrow or lend. According to the Expanded Notes on Terms (Guangya), it means to buy on credit. As stated in the Records of the Grand Historian (Shiji), Biography of Gaozu: He often borrowed wine on credit from the Dame Wang and Wu Fu. In the History of the Former Han (Hanshu), Treatise on Food and Money: Merchants and those in minor trades engaged in lending and borrowing on credit. Also in the History of the Former Han (Hanshu), Biography of the Three Kings of Emperor Wen: He was granted a pardon. The commentator Yan Shigu notes: This means to show leniency toward his crime.
