According to the Broad Rhymes (Guangyun), Collected Rhymes (Jiyun), and Rhyme Collection (Yunhui), the pronunciation is shu.
According to the Explaining Graphs and Analyzing Characters (Shuowen Jiezi), it means to arrange, to have things gathered like a net.
Note: Xu Kai says to place or arrange things, implying they are gathered together like a net.
According to the Jade Chapters (Yupian), it means to set up.
According to the Broad Rhymes (Guangyun), it refers to an official government office.
According to the Discourses of Lu (Luyu), it is the markers for ranks and positions.
According to the Records of the Grand Historian (Shiji), in the Biography of Xiang Yu, it mentions organizing the heroes of Wuzhong.
