Pronounced fu. To block with earth is called lu. Book of Records of the Grand Historian (Shiji), Book of the Celestial Offices (Tianguan shu): When rivers are blocked and valleys are silted up. Meng Kang's commentary: It means to collapse. Su Lin says it means to flow. Also pronounced fu. The meaning is the same.
