According to Collection of Characters (Yupian), the character refers to an arrow. Furthermore, in the Zhuangzi, chapter on Perfect Happiness (Zhile), it states: Zhuangzi went to the state of Chu and saw an empty skull, xiao-like in its form. The Explanatory Text (Shiwen) states that xiao describes the appearance of white bone. Also according to Compilation of Rhymes (Jiyun), pronounced nao. The meaning is the same.
