Pronounced qian.
According to the Expanded Dictionary of Sounds and Rhymes (Guangyun), the Collected Rhymes (Jiyun), the Collection of Rhymes (Yunhui), and the Correct Rhymes (Zhengyun), it is pronounced qian.
As stated in the Explaining Graphs and Analyzing Characters (Shuowen), it means to verify. It also means to be sharp or to penetrate.
As stated in the Jade Chapters (Yupian), it is a bamboo slip, used for divination.
It is also a term for Dianqian, an official title. In the History of the Northern Dynasties (Beishi), in the Biography of Xiao Tai, it is noted: Xiao Tai's son Bao was not yet twenty, but was widely renowned. When Emperor Wen of the Sui dynasty began to assist in the administration, he recruited him to be a Dianqian in the Prime Minister's Office.
It also means a marker, as stated in the Correct Rhymes (Zhengyun).
