In the Jade Chapter (Yupian), it is defined as a type of insect known as a shangke. In the Erya (Er ya), Explaining Insects section, it states that the fei is a shangke. The commentary notes that this is not yet understood. Also, it is pronounced luo (rising tone). The meaning is the same.
