According to the Collection of Rhymes (Jiyun), it is the same as the character for water. It also refers to a province name.
According to the Dictionary of Rhymes (Yunhui), during the Qin Dynasty it belonged to Sanchuan Commandery. In the Han Dynasty, it was Chenliu Commandery. During the Eastern Wei Dynasty, Liang Province was established, and during the Northern Zhou Dynasty, it was renamed Bian Province. During the Song Dynasty, it was the capital.
It also refers to the Ling Water in Xiangyang, which is called Bian Water. According to the Commentary on the Classic of Waterways (Shuijingzhu), the Yi Water flows southeast and converges with the Ling Water. The Ling Water is the Bian Water. The upper reaches connect to the Mo City Mountain in Moyang County, Liang Province.
