Tangshu, Biography of Liu Zhongying: Zhongying, when he was the Prefect of Jingzhao, was known for his strict and clear governance. When he was the Prefect of Henan, he governed with leniency and kindness. Some said this was unlike his time in the capital. Zhongying said: "Under the imperial chariot, suppression comes first. The governance of counties and towns should be based on kindness and love."
