The character 卹 (xù).
From Zheng Rhyme: Xuèlǜ cut, pronounced xù. Same as 恤. Formed from radical 卩 (jié). Commonly written with 阝 (fù) but this is an error. To worry, to commiserate.
Also Sūgǔ cut, with a different pronunciation.
In Book of Rites (Lǐjì), Qūlǐ chapter: "To stroke and clean with a whip-broom." Commentary: "To scratch and rub gently."
Correction: In Book of Rites (Lǐjì), Qūlǐ chapter, the text "以策慧卹勿" (yǐ cèhuì xùwù) is carefully corrected according to the original text; 策慧 (cèhuì) is changed to 策彗 (cèhuì).
