Shiming (Shiming): To spread or arrange; to lay out and reveal the facts of the matter.
The Literary Mind and the Carving of Dragons (Wenxin Diaolong): When governing the people, there are registers, records, and lists. The word pu (register) implies pu (universal/comprehensive); it denotes the orderly recording of lineages and events to ensure comprehensive coverage. The interpretations of the Book of Odes (Shijing) by the Zheng family are based on this.
