According to the Explaining Graphs and Analyzing Characters (Shuowen Jiezi), it denotes distinct words. Composed of Mouth and Follow (zhǐ). The meaning of Follow suggests that someone is walking but is made to stop, signifying disobedience.
Book of Documents (Shangshu): Each of you shall observe your own established laws, in order to receive the blessings of Heaven.
Also refers to Tu Ge, the name of a northern tribe.
Biography of Gongsun Zan in the History of the Later Han (Hou Hanshu): The son of Gongsun Zan, Gongsun Xu, was killed by the Tu Ge tribe.
