According to the Explaining Graphs and Analyzing Characters (Shuowen Jiezi), it refers to the craftsmen of the Zhou dynasty who molded clay.
Xu's commentary notes: Molding refers to shaping into a round form. Clay refers to sticky earth. Citing the Rites of Zhou (Zhouli), section on the Winter Officials, Records of Trades (Kaogongji), the craftsmen were described as making gui and dou vessels. Note: In current editions of the Rites of Zhou (Zhouli), this is written as fǎng.
Also, according to the Supplement to the Collection of Characters (Zihuibu), it is a name. During the Song dynasty, the nephews of Wang Anshi, named Fang, courtesy name Yuanjun, and Xuan, courtesy name Yuanlong, were both demoted for not siding with Wang Anshi.
