According to the Shuowen, it means to be at peace.
In the Huainanzi, Shuo Shan Xun chapter, it is written: A gentleman does not enter the market, for it is a place of humiliation for him.
The commentary notes: Zuò means humiliation.
Additionally, according to the Jiyun, it is pronounced zāng gē qiè, with a level tone similar to cuò. It also means to be at peace.
