According to Explaining Graphs and Analyzing Characters (Shuowen), it means an island. According to Broad Rhymes (Guangyun), it is an island in the sea. According to Investigations into the Six Scripts (Liushugu), a small mountain on flat land is called an island when it is in the water, and an islet when it is on land. From Xie Lingyun’s Poem on Climbing the Solitary Islet in the River: The solitary islet graces the middle of the river.
