One source states it refers to the shape of a mountain. In the Nine Chapters (Jiuzhang) section of the Songs of Chu (Chuci), it is written: The rolling stones are uneven and towering; how I wish to move forward. The commentary states that uneven and towering describes a high appearance. Also, according to the Five Sounds Collection of Rhymes (Wuyin Jiyun), it is pronounced wei (rising tone).
