According to the Explaining Graphs and Analyzing Characters (Shuowen), it means to wrap or entwine. According to the Manual of Standardized Characters (Ganlu Zishu), the character rao is an alternative form of the character rao. Also used as a surname. As recorded in the Zuo Commentary (Zuozhuan), Year 13 of Duke Wen: Rao Chao presented him with a strategy. The commentary notes that Rao Chao was a grandee of the State of Qin.
