Roughly speaking, it means that one has a surplus of food, yet abandons one's younger sister without providing for her; this is what is called inhuman. This interpretation is correct. Also, the wife of Jie was named Moxi, commonly written as Moxi. According to the commentary in the History of the Roads (Lushi), since younger sister is used to refer to a younger sister, it seems it should properly be written with the character for younger sister.
