Pronounced meng. According to the Shuowen Jiezi, the character refers to farmers. In the Rites of Zhou (Zhouli), section on the official of land, it mentions bringing farmers together with fixed portions, and settling farmers in fields and residential areas. The commentary notes that changing the term for people to this term distinguishes between those inside and outside the capital. The term also denotes an appearance of being ignorant and lacking knowledge. In the Guanzi, in the chapter on regulation and measurement, it states that Duke Huan was concerned about the poverty of the people in the northern outer city, so he summoned Guan Zhong and asked, the people of the northern outer city are all impoverished laborers.
