According to the Jade Chapters (Yupian), it means to filter water. It also means to wash or to clarify. In the Rhapsody on the Water-Filtering Silk (Lüshuilluofu) by Bai Xingjian of the Tang dynasty, the commentary states that the silk refers to a device for filtering water, made of light gauze or coarse hemp cloth. When the dregs remain above and the water passes below, the water becomes pure and clean.
