Shuowen Jiezi (Explaining Graphs and Analyzing Characters) defines this as to seize or arrest. Zengyun (Expanded Rhymes) defines this as to capture. Furthermore, if a criminal is in the local area and is pursued immediately, it is called dai. If a criminal has fled and is being tracked down, it is called bu.
