According to the Explanation of Graphs and Analysis of Characters (Shuowen Jiezi), this is a device used to cover arrows.
In the Book of Odes (Shijing), Zheng Airs (Zhengfeng) section, there is the line: "He puts down his quiver cover."
The sub-commentary quotes Fu Qian, who states: It is the cover of a quiver. Du Yu states: It is the quiver itself. It is also used as a variant form (tongjia) for the word ice (bing).
The Zuo Commentary (Zuozhuan), Year 25 of Duke Zhao, records: "Holding the quiver cover and crouching."
The annotation notes: It refers to the cover of a quiver, which can also be used to scoop water to drink. It also refers to the act of covering arrows with the hand.
