Shuowen Jiezi (Explanation of Graphs and Analysis of Characters) states it means to govern or manage something. Another definition is Tuo-ai, the name of a son of the Gaoyang clan.
Zuo Zhuan (Chronicle of Zuo), 18th year of Duke Wen, states: In the past, the Gaoyang clan had eight talented sons: Cangshu, Tuo-ai, Taoyan, Dalin, Longjiang, Tingjian, Zhongrong, and Shuda.
Also, according to Jiyun (Compilation of Rhymes) and Zhengyun (Corrected Rhymes), it is pronounced kui.
