The "Jiyun" (Jíyùn) explains it as a rope for tethering a horse. The original character form was written as "䪂" (ji) and also as "羈" (jī). The "Book of Later Han - Biography of Ma Yuan" (Hou Hanshu - Mayuan Zhuan) records: "Your servant respectfully follows the ceremonial halter within the ritual." The commentary explains: "The pronunciation of '䩭' (ji) is 'ju qi fan'."
