Wei Collection, Lower Volume Radical: Boat (zhōu) Character: Zào Kangxi Stroke Count: 13 Page 1010, Entry 37 Shuowen (Explaining Graphs and Analyzing Characters) states this is an ancient form of the character zào. Xu says: It refers to the Emperor building ships. Yangzi Fangyan (Regional Dialects) states: Building ships is called fúliáng. Note: This refers to what is now called a pontoon bridge.
