According to the Explaining Graphs and Analyzing Characters (Shuowen Jiezi), it means good. It is composed of the radical for speech and the component for sheep, sharing the same meaning as righteous and beautiful.
In the History of the Former Han (Qian Hanshu), section on Rites and Music: To settle those above and govern the people, nothing is better than ritual. To transform customs and change habits, nothing is better than music.
The commentary by Shigu states: This is an ancient form of the character for good.
Also, according to the Jade Compendium (Yupian), it means great.
Also used in personal names. Chongshan, found in the History of Song (Songshi), section on the Genealogy of the Imperial Clan.

According to the Collected Rhymes (Jiyun), the clerical script form is written as the character for good. It is also written in a variant form (shan).
