According to the Sound of Collections (Jiyun), it is pronounced ru. The meaning is equal or level. Furthermore, in the Ancient Sounds of Divergent Annotations (Zhuanzhu guyin), it is noted under the yu rhyme category, pronounced ru. It cites the commentary on the phrase to treat the distant with kindness and to be capable toward the near from the Book of Documents (Shangshu), stating that the meaning of the word capable is the same as this character. Kong Yingda states: If one wishes to pacify those who are far away, one must first comply with and pacify those who are near.
