According to the Explaining and Analyzing Characters (Shuowen Jiezi), it means urgent or rapid.
In the Book of Odes (Shijing), Shang Hymns (Shangsong), it is written: Do not compete, do not be urgent.
The commentary explains: Qiu means urgent or rapid.
Additionally, according to the Er Ya (Guangya), it also means to seek or to request. The Broad Rhymes (Guangyun) treats these as the same.
