The Supplement to the Dictionary of Characters (Zihui Bu) records that this is an ancient form of the character for pity. The Stone Drum Inscriptions (Shiguwen) contains the usage of Wu people being cruel and stubborn. For other explanations, refer to the section on characters with twelve strokes.
