Shuowen Jiezi (Explaining Graphs and Analyzing Characters) states it means to pierce. It also means a hut.
Guangya (Expanded Naya) states: Liao means empty.
Also, in the Rhyme Supplement (Yunbu), it is pronounced ling.
Fu Yi, Ode to the Capital of Luo (Luodu Fu): Changing the calendar and clothing, rectifying official posts and staff, distinguishing the cardinal directions, and modeling the eight regions.
It is also interchangeable with liao (official/colleague).
