According to the Explaining Graphs and Analyzing Characters (Shuowen Jiezi), it refers to fermented fish. The Jade Chapters (Yupian) defines it as pickled fish, currently referred to as soaked fish. The Explanation of Names (Shiming) states: Bao fish, bao, means to decay; it is buried and stored to cause it to rot and become foul-smelling. The Commentary on the Quick Literacy Classic (Jijiupian zhu) states that bao is also a type of sea fish, prepared with salt but not dried. In the Rites of Zhou (Zhouli), section on Offices of Heaven, Stewards of the Bamboo and Wooden Vessels (Bianren), it mentions sliced meat, bao fish, and dried fish.
