Explaining Characters (Shuowen Jiezi) defines it as the appearance of a dog running. The character form is derived from the dog radical with an added stroke to indicate the dragging of its feet, which is the meaning of ci-ba. All characters such as fu, ba, ba, fa, and ba are derived from the ba radical and are not written as this character. The Collection of Characters (Zihui) incorrectly writes the upper part of the character you with a trailing stroke and classifies it under the again radical, which is erroneous.
